It is Olga by Mike Dowson, though definitely not Olga Kobzar. Mike Dowson photographed many Russian girls, and there are at least four or five models named Olga, in his galleries. He usually credits models with the full name only when they are professional (Olga Kobzar and Olga Alberti), but amateur models are credited just with their first names or nicknames (if at all). So Mike Dowson also photographed Olga Dancer (easy to identify due to her curly hair, pale blue eyes, and piercing), and the Olga on this photo that he sometimes also names Vera. Olga Kobzar looks completely differently and is not even remotely similar to this Olga.
